Troup County Gives Award to Former Employee & Later She is Arrested for Stealing Public Funds
Discrepancies in tax allocated funds shouldn’t be something on a government radar. However, in Troup County it is.

Reliable source has provided GT that Troup County employee Wesleigh Gaddy, a Payroll & Benefits Generalist was terminated on Wednesday, May 7, 2025. Reliable source also provides that the Georgia Bureau of Investigation (GBI) was at Gaddy’s residence the evening of May 7, 2025.
In December 2023, Gaddy was named one of Troup Counties Strongest Link. She received an award of excellence.
The alleged scheme is that Wesleigh Gaddy created fake payments to over 75 former county employees between March 2023 and May 2025. The money was directed to just three bank accounts controlled by Gaddy. A subsequent review of county payroll records revealed that hundreds of suspicious payments totaling more than $500,000.00.
An internal investigation, consult the District Attorney’s Office, and outside law enforcement to aid. Troup County is conducting a thorough review of its payroll and internal control procedures. This went undetected for over two years despite involving dozens of former employees’ identities.
Gaddy appeared in federal count in Newnan, Georgia on charges of theft from a program receiving federal funds. Gaddy allegedly admitted stealing the funds and sending them to her own accounts.
This is just disgusting. If the discrepancy was that of error, then the employee should have just been disciplined leading up to termination. However, the DA’s office and outside law enforcement help was requested. Does this sound like a simple accounting error? Are there more people involved? GT has mentioned in the past that County Manager Eric Mosely should have been terminated a long time ago.
