A former LaGrange Police Lieutenant, Joshua Clower, and his wife Brandy have been indicted under Georgia’s RICO Act. After 20 years in law enforcement, Clower’s career ended with termination and suspension of credentials.

Joshua and Brandy Clower have been indicted under Georgia’s Racketeer Influenced and Corrupt Organizations (RICO) Act. On June 30, 2025, a Troup County Grand Jury returned a true bill of indictment formally charging the couple with serious criminal offenses.

According to Georgia POST (Peace Officer Standards and Training) records, Joshua Clower was terminated from law enforcement on December 4, 2024, and his Basic Law Enforcement Certification was subsequently suspended. Clower began his career at the LaGrange Police Department in September 2004 and rose through the ranks over the course of two decades.

He was promoted to Sergeant on October 15, 2021, and eventually reached the rank of Lieutenant before his termination. Now, after 20 years of service, Clower’s law enforcement career appears to have come to a crashing end.

Adding to the intrigue, Major Dale Strickland of the LaGrange Police Department is listed as a witness against the former lieutenant. The question now arises: What does Major Strickland know about the Clowers' alleged activities — and is he cooperating with prosecutors in exchange for immunity?

While the city continues to struggle with violent crime and a surge in shootings, it’s striking that officers — including those once in command — are being indicted under RICO charges. Meanwhile, some members of the department seem to find time to produce TikTok videos, raising questions about priorities inside the department.

The Scheme according to the indictment filed by District Attorney Herb Cranford. Between January 1, 2019, and March 15, 2023, Brandy Clower was employed as the bookkeeper for Holliday Realtors of the South, LLC ("HRLLC"), which was owned and operated by Diana Pigg.

A long-time employee and friend of Mrs. Pigg, between January 1, 2019, and March 15, 2023, Brandy Clower used her position and trust at HRLLC to steal in excess of $350,000 from HRLLC and Mrs. Pigg.

Brandy Clower would steal money in a variety of ways, including transferring money from HRLLC directly to bank accounts owned and controlled by Brandy Clower; by transferring money from HRLLC to VENMO and CASH APP accounts set up by and controlled by Brandy Clower; and by causing checks to be issued to "Christy Cox," a non-involved relative of Brandy Clower, which would then be deposited into accounts owned and controlled by Brand Clower.

Brandy Clower committed the crimes of theft by taking in that she did unlawfully take United States currency, the property of HRLLC and Mrs. Pigg, through hundreds of transactions over several years, with the intention of depriving HRLLC and Mrs. Pigg of the money. These acts of racketeering activity are charged collectively _by year as follows:

1.         In 2019, Brandy Clower stole more than $30,000 in multiple transactions from the HRLLC Synovus and BOA accounts;

2.         In 2020, Brandy Clower stole more than $118,000 in multiple transactions from the HRLLC Synovus and BOA accounts;

3.         In 2021, Brandy Clower stole more than $46,000 in multiple transactions from the HRLLC Synovus and BOA accounts, including $46,000 in checks Brandy Clower caused to be issued to Christy Cox;

4.         In 2022, Brandy Clower stole more than $150,000 in multiple transactions from the HRLLC Synovus and BOA accounts, a VENMO account in the name of

"christy-cox2," and CASH APP accounts in the names of"holiday050205" and

"brandyclower."

5.         In 2023, Brandy Clower stole more than $6,000 from HRLLC through a VENMO account in the name of "christy-cox2" and CASH APP account in the name of

"holiday050205."
